AGREEP質ENT
ON SECURITY C00PERATION AND COUNTER TERRORISPI
BETWEEN
THE GOVERNⅣIENT OF THE UNITED ARAB EMIRATES
AND
THE GOVERNPIIENT OF THE REPUBLIC OF BELARUS
The Government of the United Arab Emirates and the Govemment of the
Republic of Belarus, hereinafter referred to as "the Party" individually,
and "the Parties" collectively.
I
With Reference to the Memorandum of Understanding on Security
Cooperation between the Ministry of Interior of the United Arab Emirates
and the Ministry of Internal Affairs of the Republic of Belarus, signed in
51312007 in Abu Dhabi;
Desiring to develop and update the legal basis of bilateral cooperation laid
down by the above-mentioned MOU, and upgrade the cooperation leve1 to
an intergovernmental agreement;
Contributing to the enhancement of their cooperation in the areas
maintenance of security and the fight against crime; with aim
promoting the friendship and cooperation ties between them.
Awaring of the common threats that exist in all their forms and
manifestations and the dangers they pose to their interests;
Recognizing the need to strengthen cooperation between the competent
law enforcement authorities of the two countries to dry up the sources of
terrorism and extremism and to combat their ideological nourishment;
Recalling their deep interest in the growth of terrorist and extremist acts
and the necessity to combat them and what it stipulated in the provisions
of the relevant international conventions and resolutions;
Respecting the principles of sovereignty and equality of States and non-
interference in internal affairs and other principles recognized in other
international instruments binding on each party;
Whereas, they hereby commit to strengthen their cooperation in
accordance with the terms and conditions of this agreement. In a manner
not inconsistent with the national laws of the States of each party, and in

fulI conformity with the relevant international conventions and principles
of reciprocity, respect and protect the common interests of the parties;
Have agreed as follows:
Article 1
The Purpose of this Agreement
This agreement aims to enhance bilateral cooperation between the United
Arab Emirates and the Republic of Belarus through the exchange of
information on all matters that pose a threat to the national security of the
States of both parties in accordance with national legislation and
international obligations of the States of each Party.
Article 2
Areas of Cooperation
The Parties shall cooperate in exchanging information with an aim to
prevent, detect and combat all forms of crimes, particularly on the
following offences:
1. extremist and terrorist offenses and the activities of terrorist groups,
their leaders, elements and places of concentration and training.
2. financing terrorism under any category, and supporting that
category or suspected of being used in terrorist support and
financing activities, including preventing the payment of ransom to
terrorist groups.
3. foreign fighters and the phenomenon of lone wolves.
4. illegal production of and trafficking in weapons, ammunition,
explosives and nuclear substances, radioactive and biological
materials, as well as the technology related thereto, and weapons of
mass destructions and unconventional weapons;
5. information technology crimes and cyber terrorism;
6. serious crimes against persons and properties;
7. organized crimes and comrption;
8. trafficking in persons and prostitution networks;
9. kidnapping.
l0.illicit production, trafficking and abuse of narcotic drugs,
psychotropic substances, their analogues and precursors and
modern psychoactive substances and their precursors;
1 l.economic crimes in the tax and financial spheres, including those
related to money laundering and money smuggling;
l2.offences related to child sexual and other exploitation, in particular
on-line activities;
l3.counterfeit and promoting of currency, forgery of official or legal
documents, securities or financial instruments, as well as
distribution thereof;
I 4. intellectual properly crimes;
15.theft and smuggling of valuable cultural and historical and literary
artifacts, and illegal trafficking in them
l6.vehicle theft and smuggling;
l7.crimes against means of transport;
18.any other crimes to be mutually agreed upon.
Article 3
Forms of Cooperation
1. For the purpose of implementing this Agreement, the Parties shall
cooperate through exchange of information and experiences according
to the national legislations of their States on the following crimes:
a. crimes being planned to be committed or those which have been
committed;
b. fugitives and people reported to be missing; and coordinating in the
prosecution and arrest of perpetrators of terrorist crimes;
c. terrorist organizalions, groups and persons and their training
centers;
d. Transboundary movement of criminals, especially those associated
with terrorist crimes, and coordinate procedures for the prevention
of their networks;
e. new criminal modus operandi used in commission of crimes and
new techniques in combating the crime;
f. trafficking and smuggling of narcotic drugs, psychotropic
substances, their analogues and precursors as well as suspected
persons or criminal groups; suspected means used in smuggling of
narcotic drugs and psychotropic substances ; methods of
concealment and smuggling routes; new types of narcotic drugs and
psychotropic substances; materials used in the manufacture and
modern techniques used in the production and manufacture of drugs
as well as techniques and modern devices used in the detection and
forensic examination of drugs and psychotropic substances;
g. illegal activities of individuals or criminal groups related to the
manufacture or storage for the purpose of selling or selling
counterfeit banknotes ;
2. The Parties shall also cooperate through implementing the following
activities in accordance with the national legislations of their States:

a. taking the measures that prevent the territories of the States of the
parties from being the scene of planning, organizing or executing
crimes, especially terrorist crimes;
b. using controlled delivery to detect illicit trafficking in narcotic
drugs, psychotropic substances, their analogues and precursors, and
any other prohibited substances;
c. cooperation and coordination in international forums on relevant
topics;
d. meetings and working consultations to discuss enhancing the
effectiveness of cooperation and develop it in accordance with this
Agreement if the need arises.
3. The Parties shall cooperate on any other related matters to be mutually
agreed upon.
Article 4
Training and knowledge transfer
The Parties shall cooperate in the areas of training and knowledge transfer
regarding the following:
1. exchange of practical scientific experiences and technical information.

2. exchange of experiences on technical systems and security solutions.
3. cybercrimes detection, disclosure and investigation.
^ 4. ireld of explosive ordnance disposal.
5. training programs, courses, workshops and contribute in conferences,
meeting, exhibitions and symposiums.
6. exchange of laws, legislaiion and scientific research.
7. best practices in security and policing fields.
' 8. sharing of benchmarking in regarci with KPIs.
Article 5
Future Cooperation
This Agreement does not prevent the Parties from developing other forms
of mutual cooperation taking into consideration the national legislation
and the international obligations of the States of the Parties.
Article 6
Request fclr Cooperation
1. Subject to the provisions of this Agreement, cooperation shall be
rendered upon request or initiative by either Party.
2. Official request for cooperation shall be made in writing, however, in
urgent cases, it may be made by any secured and safe means of
technique communication to be mutually agreed upon provided that it

is conf,rmed by official request within 3 working days from the date of
sending such request. If any doubts emerge related to the authenticity
or to the contents of the request, additional confirmation could be
asked for.
Official requests for cooperation sent in accordance with this
Agreement shall contain the following information:
a. the name of the requesting authority and the name of the requested
one if it is known;
b. facts and details of the case;
c. the purpose and reasons of the request;
d. a description of the cooperation requested;
e. any additional information that may properly assist in the execution
of the request for cooperation. I
Oft-rcial request for cooperation shall be signed by the head of the
competent authority of the State of the requesting Party or by his
deouty and sealed r,vith the seal of this competent authority.
Anticle 7
Refusal of Request
The requested Party may refuse, completely or partially, to execute any
request made in accordance with this Agreement if the execution of
such request may prejudice the sovereignty, security, public order or
may contravene the legislation or intemational obligations of its State.
The request for cooperation may be refused if the act in relation with
which the request was fonvarded is not punishable under the law of the
State of the requested ParR.
The requested Party shall notiff promptly the requesting Party of the

Article 8
Execution of Request
The requested Party shall take necessary procedures to ensure urgent
and complete execution of the request. The requesting Party shall be
promptly informed of the circumstances that may hinder or cause any
delay in the execution of the request.
The requested Party may ask for additional information as deemed
necessary to execute the request.
The requested Party may, if there is a reason, postpone the execution
of the request or determine specific conditions to its execution. If the
requesting Party agrees to such conditions, it shall abide by them.

Article 12
Competent Authorities for Cooperation
1. For the purpose of implementing this Agreement, cooperation shall be
made through the following central competent authorities:
a. For the United Arab Emirates:
- Ministry of Interior - General Administration of Federal
Criminal Police;
-
State Security Department - in respect of state security crimes,
crimes of terrorism and crimes related to weapons of mass
destruction and unconventional weapons;
- National Intelligence Service - in respect of crimes related to
state external security, fighting the intemational terrorism.
b. For the Republic of Belarus.

2. In accordance with the national legislation of its State the Party of the
Republic of Belarus shall entitle other competent authorities as duly
authorized to take certain actions to implement provisions of this
Agreement regarding the areas of cooperation that fall beyond the
competence of the Ministry of Internal Affairs.
3. The Ministry of Internal Affairs shall send requests for cooperation in
other areas mentioned in this Agreement to the competent authorities
of its State, which are entitled to execute these requests in accordance
with their competence.
4. In the event of any change to the list of central competent authorities,
stipulated in paragraphs I of this Anicle, including change in the
functions or names, the Parties shall immediately notiff each other
without the need to amend this Agreement.
5. The Parties, when necessary, shall identify direct contact points and
communication channels.
Article 13
Forming a Security Joint committee
1. The Parties shall establish a Security Joint committee represented from
their both Ministries of Interior, with the purpose of implementing the
provisions stipulated in this Agreement, and share views to develop the
cooperation made between both of them.
2. The Parties shall exchange names of their appointed representatives
who were designated in the Security Joint committee.
3. The Security Joint committee shall hold its regular meetings alternately
in the United Arab Emirates and the Republic of Belarus, provided that
meetings are scheduled through diplomatic channels.
Article 14
Disputes Settlement
All disputes arising from the interpretation or implementation of the
provisions of this Agreement shall be settled amicably through
consultations and negotiations.
The dispute arising out of this Agreement is not subject to any
international or national larvs nor is it subject to any jurisdiction of any
national, foreign or internationat court, arbitration body or third patry,
unless otherwise agreed by the parties.
The parties shall, during the dispute period, implement ali their
previous obligations stipulated in this agreement.

Article 15

^ Relation with Other International Agreements
This Agreement shall not prejudice legal and judicial cooperation
between the Parties in extradition or mutual legal assistance in criininal
matters.
This Agreement shall not prejudice rights or obligations of the Parties
arising from ottrer intenrational agreements to which they or their
States are parties.
Article 16
Entry into Force, Arnendment and Termination
This Agreement is subject to ratification and enters into force after
thirty days from the date of receiving the last notice regarding the
completion of the internal legal procedures required for entering this
Agreement into force.
This Agreement may be amended at any time by mutual written
consent of both Parties. Such amendment shall enter into force by the
same procedures stipulated in paragraph 1 of this Article.
This Agreement shall be concluded for unlimited period, either Party
may ask in writing for termination of this Agreement through
diplomatic channels, in this case, the termination shall take effect after
six months from the date of receiving relevant notification, and without
prejudice to the requests made previously to the notification of
termination.
In case of termination of this Agreement the Parties will continue to
ensure the use of the received information in the manner provided for
in this Agreement, unless otherwise agreed by the Parties.
This Agreement will replace the Memorandum of Understanding on
Security Cooperation between the Ministry of Interior of the United
Arab Emirates and the Ministry of Intemal Affairs of the Republic of
Belarus signed on 51312007.

In whiteness, the undersigned, being duly authorized thereto by their
respective governments, have signed this Agreement.
Done at on 0211012023, in two originals each in Arabic, Russian and
English languages. All the texts are being authentic. In case of any
divergence in interpretation of the provisions of the Agreement the
English text shall be used.
